Mission and Scope

The purpose of this position is to manage the full life cycle recruitment of camp operations staff in partnership with Camp hiring managers to fulfill the USSRC’s mission and vision.

This position’s duties include but are not limited to: sourcing, recruiting, screening, interviewing and selection of candidates.

The position will ensure that all processes are conducted in a manner that meets professional and legal standards.


Education: Bachelor’s degree in Human Resources, Business Administration with emphasis in Human Resources or closely related field preferred.  Camp experience preferred.

Experience: Minimum of 3 years closely related work experience in a high volume, customer service oriented office environment, with at least 1 of the 3 yrs. in a Human Resources department OR an equivalent combination of education, training, and experience.  Must be a quick learner, self-starter, well organized, detail oriented and work with minimum supervision.  Must possess basic familiarity with human resources functions. Must have excellent verbal and written communication skills to interact effectively with applicants, guests, and employees.

Computer Skills: Must possess knowledge of Windows based operating systems; including associated software applications (i.e. word processing, spreadsheet and email). Experience with applicant tracking software preferred.

Position Duties

Strategic Workforce Planning

  1. Continually align the needs and priorities of the Center with those of its workforce to ensure it can meet service requirements.
  2. Coordinate closely with Center hiring managers to assess the needs of all operational units.

Job Description

  1. Perform thorough job analyses of all Center positions.
  2. Design, develop and create job descriptions which accurately and legally reflect the job duties and requirements of the positions.


  1. Manage current candidate activity in the Applicant Tracking System (ATS).
  2. Manage application/resume file and retention according to company policy.
  3. Develop and execute recruiting plans for all Center programs for full time, part-time and seasonal positions.
  4. Maintain personnel requisition process to ensure correctness and timely processing and appropriate actions to keep Center Managers, Director of Human Resources, and VP of Human Resources informed of status of vacant and filled positions.
  5. Screen resumes, interview candidates (by phone or in person), administer appropriate assessments, reference/background checking, make recommendations for hire (or not hire) and deliver employment offers for both exempt and non-exempt position openings
  6. Uses traditional and non-traditional resources to identify and attract quality candidates such as career fairs, on-line job fairs, community network events, etc.
  7. Ensure the accurate and timely coordination, execution, and participation in job fairs, and campus recruiting visits.  Acts as liaison for co-op and internship programs.
  8. Research, negotiate, and maintain current and potential job search engines on a local, regional and national level.
  9. Ensure that advertisements are written in accordance with legal, professional, and USSRC standards and specifications in a timely, accurate and cost-effective manner.
  10. Network through industry contacts, association memberships, trade groups and employees.
  11. Meet or exceed the expectations of the Director of Human Resources and VP of Human Resources for the accurate and timely completion of related tasks and assignments.


  1. Ensure courteous and immediate reception of applicants.
  2. Set up interviews in a timely manner to ensure filling of vacant positions in a prompt manner.
  3. Meet or exceed the expectations of the Director, Human Resources and VP of Human Resources for the confidentiality of information.
  4. Follows up with candidates and hiring managers to ensure updated information on the interview process status.
  5. Meet or exceed the expectations of the Director, Human Resources and VP of Human Resources for the quality, thoroughness and legality of the interview and referral process.

Pre-employment testing

  1. Ensure that pre-employment testing and reference checking is administered in a manner that is fair, consistent and accomplished in a timely manner. 
  2. Meet or exceed the expectations of the Director, Human Resources and VP of HR for the quality, thoroughness, legality, and confidentiality of the pre-employment drug testing process.

Employment offers

  1. Communicates important employment information during delivery of employment offers (i.e. benefits, compensation, non-competition agreements, etc.…


  1. Assists with pre-employment appointments and new employee onboarding on a rotating basis.


  1. Use metrics and reporting to determine the effectiveness and value of policies and programs, cost per hire, etc…

Physical Requirements of the Position

This position has the following special requirements:

  • Walking, climbing (stairs) to access other buildings and departments.
  • Standing for short periods of time (2-4hrs) conducting presentations.
  • Sitting for long periods of time (6-8hrs) behind desk, at computer terminal.
  • Carrying, lifting up to 50lb boxes, supplies waist high.
  • Sight, reading, wrist movements, feeling to operate computer terminal, review resumes/applications, review documents.
  • Extensive talking, hearing to conduct interviews, understand needs of managers, coordinate job fairs.
  • Driving skills to operate automobile for work related recruiting trips. Must have valid Driver’s license and good driving record.

This position involves working in a climate controlled office environment.  This position deals extensively with the public and employees at all levels of the organization in person and via the telephone.
